Adding i18n to wsapi. Split strings into client.po and messages.po.

Switched email from mustache to EJS templates.

Created fake locale db-LB for development and debugging.

reorganize browserid process - break out view serving and wsapi handling.  preparation for dbwriter split.  issue #460

find instances of console.log() and send them to the logger instead, when running under dev harness also route to console.  issue #169

For tests, instrument `email.js` so that one may register an interceptor
function which will be invoked rather than attempting to send email.

added email config to make testing email easier - be careful on production. Fixed sub-bug in db.js, callback not returned.

figure out and implement the plumbing for users to confirm email addresses.  all that's left is actually sending email.  issue #3
