Update the IANA timezone DB to 2016c for M50 branch in ICU 54 

Update the timezone source files and the pre-built data file
for all platforms.

This is done directly in chrome/m50 branch of ICU (which is ICU 54.1)
because Chrome ToT uses ICU 56.1.
