[bt][snoop] Convert snoop from fuchsia-app -> fuchsia-component 

This has the added benefit of simplifing the manner in which new clients are registered.

TEST=1. fx run-test bt-snoop-tests
     2. fx shell bt-snoop-cli -f pretty -d # Ensure that packets are
        collected
