Cleaning up the developers section to semantic markup, removing script from layout preparing for compression.

Putting style.css into the include file, removing it from dialog.html.  This means in production it is only included once.

fix generation of production resources.  this involves removing the minified inlined stuff from crypto-stubs.js, renaming crypto-stubs.js to crypto-api.js (the name harks back to the time when things were STUBBED). issue #65
