XDR expects an integer for enums so this updates modular_config_xdr.cc to manually parse the config file for any fields that need to be converted to enums. Migrate to a new way to define the //zircon/public GN targets, starting with just //zircon/public/banjo. Instead of generating individual //zircon/public/*/BUILD.gn files from templates, hard link all those files to the same generic template.gn file. That file uses its own directory name as reported by GN's get_path_info() to look up its entry in a JSON list written as a build API module by Zircon `gn gen`. Scudo has to not be compiled with `-ffreestanding` so that various small fixed size `memcpy()` can be optimized away, as such we can't depend on musl_internal. On the other hand, the compiler is pretty aggressive at inlining things resulting in some code bloat, where a large function is duplicated many times. So we add the `ALWAYS_INLINE` or `NOINLINE` attributes to various functions to make the generated code less clunky. Finally, include some changes from upstream reviews. Since the mali driver no longer uses libframebuffer, there's no consumer of its page-flipping support. The current API isn't a great fit for sysmem (e.g. it assumes the stride is fixed despite what the client might want, and that independent vmos can be allocated), so remove the page-flipping support for now. We can add a modifed version of this API back if we get a new consumer of it. Change-Id: I40c07879b1104df549255e3c1884adebda246659

fbl::unique_ptr differed from std::unique_ptr in a handful of ways. - fbl::unique_ptr supported the fbl::Recycler technology. This had no clients (all clients use fbl::RefPtr instead). - The deleter is differently named, and so some friend declarations needed to be tweaked. - The constructors and conversions are slightly different. This manifested as a need to explicitly provide template arguments in a handful of places. In general, std:: allows more conversions than fbl:: did.
